Directing the Committee on Public Order and Security to conduct an investigation, in Aid of Legislation, why the Officials of the House of Representatives allow the militant demonstrators or protesters who are members of Bayan Muna, Anak Pawis, Gabriela and Kabataan despite of having their own elected Represesentatives in the Lower House of Congress, to camp-in and picket at the gates of the Batasang Pambansa Complex for which  such mass actions and activities affect the ingress and egress of the legislature, disrupt the flow of traffic and pose a grave and positive danger to the legislators and to public safety and security, and thereafter, to make the appropriate measures to prevent mass actions within the premises of the House of Representatives.

Expressing the strong condemnation by the House of Representatives to the murder of three (3) unarmed soldiers of the Philippine Army in Guihulngan City, Negros Oriental and other atrocities committed by the Maoist-Communist New People’s Army and likewise call on Bayan Muna, Anak Pawis, Gabriela, Kabataan and other members of the self-styled progressive groups in the Lower House of Congress to condemn the same acts of barbarism and treachery against helpless Filipinos.

Expressing the strong condemnation by the House of Representatives to the latest atrocities and unabated acts of terrorism perpetrated by the Maoist-Communist New People’s Army resulting the death of Shifra Ann Lira, an innocent one (1)-year old girl and seriously wounding her four (4)-month pregnant mother, Adona Lira, in Brgy. Polangi, Northern Samar and likewise call on members of Partylists Bayan Muna, Anak Pawis, Gabriela and Kabataan to condemn the same as acts of barbarism and treachery against humanity and finall, to convince their comrades to immediately stop the perpetration of inhuman and atrocious acts against innocent and helpless civillians and of inflicting wasteful damage to property.

Expressing the grave concern of the House of Representatives and strongly condemning North Korea’s continued defiance of the United Nation’s Nuclear Non-Proliferation Treaty and expressing full support whatever appropriate measures the United Nations will undertake against North Korea and urging the Partylist Representatives namely, Hon. Satur Ocampo, Hon. Teddy Casiño, Hon. Noli Colminares, Hon. Rafael Mariano, Hon. Joel Maglungsod, Hon. Liza Maza, Hon. Luzviminda Ilagan and Hon. Raymond Palatino to express the same concern and condemnation against the Republic of North Korea and to support the UN measures.

Calling on Bayan Muna Representative Hon. Satur Ocampo to apologize to the Officers and troops of the 10th Infantry Division, headed by Maj. General Reynaldo Mapagu; Task Force Davao, headed by Oscar Lactao; Davao City PNP Officers and Personnel, headed by Senior Superintendent Ramon Apolinario for falsely accusing them of making threat against his life by putting him as among those in so-called Order of Battle (OB) of the government, in Southern Mindanao.

Calling on the leadership of the Maoist Communist Party of the Philippines and its armed wing, the New People’s Army (CPP-NPA) to present and surrender to the government their members whom they admitted and identifies as  and identified as perpetrators of the murder of three (3) innocent civilians and the wounding of others in the Municipality of Toboso, Negros Occidental last July 13, 2009 so that the ends of justice can be served, and likewise calling on the Partylist Representatives of Bayan Muna, Anak Pawis, Gabriela and Kabataan to condemn these inhuman and dastardly acts and to implore the leadership of the  CPP-NPA to surrender the said perpetrators to the government.
